Travel as needed (to attend conferences, training, etc.).

HOURS and SCHEDULE :


Monday - Friday, 9:00am to 5:30pm (37.5 hours within five (5) days per week); unless otherwise required or approved by management. Possibility of evening and weekend shift work, as required. Possibility of on-call availability and after-hour and weekend response, as required.

Works under the general supervision of the Missing Child & Data Analytics Team Program Manager.

On-going contact requiring courtesy, discretion, and sound judgment.

LICENSING AND CERTIFICATION :

Must be eligible to apply for VCIN certification which requires either U.S. citizenship or having been a lawful resident of the U.S. for the past 10 consecutive years. Must obtain VCIN certification within three (3) months of hire and maintain certification including completion of all required training. VCIN certification requires background screening, to include fingerprinting, criminal history check, and professional references.

GENERAL DESCRIPTION :

This position is responsible for supporting NCMEC staff and law enforcement agencies in their efforts to recover missing children, identify unidentified living and deceased children, and track attempted abductions. Analysts are responsible for reviewing, prioritizing and analyzing all leads received by NCMEC's Call Center, bringing the best leads immediately to the attention of the case manager and law enforcement. Analysts also utilize online searches and public source databases in an effort to enhance information already known about a subject or to develop new information that may lead to the recovery of a missing child.

The content of reports may involve written materials and images that reference or detail crimes against children or adults to include child abduction, child sexual exploitation, violence, child homicide and unidentified human remains believed to be children. Such assistance requires an employee that can handle exposure to sensitive content as well as demonstrate a high level of accuracy and thoroughness in their work product.

ESSENTIAL DUTIES AND RESPONSIBILITIES :
  • This position requires the ability to access and use NCIC/Nlets data after successfully completing VCIN certification.
  • Provide technical assistance to both internal and external requestors by conducting searches of NCMEC databases, online resources, and public record databases.
  • Compile information, establish timelines, analyze findings, make interpretations, and write comprehensive reports to be delivered to NCMEC case managers and law enforcement.
  • Review infile and not infile leads received on a daily basis and alert case managers and law enforcement agencies of these leads in a timely manner.
  • Search to identify possible incidents of attempted abductions of children, analyze these incidents, and disseminate a bi-weekly summary report to law enforcement electronically via an email listserv.
    Establish a network of internal and external contacts to identify trends, conduct analysis, and work on specific projects or cases involving missing or unidentified children.
  • Make sound judgment calls that will aid in the location, recovery, and reunification of missing or abducted children.
  • Assume on-call duties on a rotating basis to assist law enforcement and NCMEC staff with emergency/time sensitive search requests during non-business hours.
  • Prepare summaries of success stories to be distributed to corporate partners, NCMEC staff, and law enforcement professionals.
  • Provide Team status report at Division meetings on a rotating basis.
  • Provide tours and demos to new NCMEC employees and external visitors.
  • Projects, as assigned, may also include searches to identify possible incidents of attempted abductions of children, coordination with ASD interns to enter confirmed incidents into the database, analysis of incidents, and dissemination of a bi-monthly summary report to law enforcement electronically via an email listserv.

EDUCATION AND EXPERIENCE :
  • Bachelor's degree in Criminal Justice or a related field.
  • Two years related work or internship experience preferred.
  • An equivalent combination of education and experience may be substituted.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Analytical background in law enforcement with an emphasis on analyzing criminal activity or similar related experience analyzing missing children's cases.
  • Must possess skills and experience in collecting and analyzing information to produce assessments and reports.
  • Strong familiarity with all popular social media platforms.
  • Ability to handle and maintain the integrity and confidentiality of highly sensitive material and information.
  • Ability to work on-call and a flexible schedule to include afternoon, weekend, and evening hours as needed.
  • Skilled in the use of Windows-based operating systems.
  • Excellent verbal, telephone, and written communications skills.
  • Ability to prioritize workload and meet deadlines.
  • Adaptability, flexibility and ability to work as part of a team or in an individual capacity.
  • Ability to travel as needed (to attend conferences, training, etc.)
