HRIS Analyst

Buncombe County is hiring for a Human Resources Information Systems (HRIS) Analyst. This position will report to the HRIS manager. There are two people in this division. The Human Resources Department is a team made up of six divisions: Recruiting, HRIS, Organizational Development, Compensation and Benefits, Employee Relations, and Employee and Family Health. The Human Resources Department is led by the Human Resources Director.

The HRIS Department plays a critical role in supporting Buncombe County's operations by streamlining human resources information systems, maintaining data integrity, ensuring compliance with employment regulations, and enhancing organizational decision-making through reliable reporting and analytics. The HRIS Analyst will serve as a strategic partner to departments across the county, conducting regular audits, collaborating on process improvements, and thoroughly testing new system functionalities before implementation. Success in this role requires a sharp attention to detail, strong technical proficiency, a solid understanding of current employment laws, and familiarity with core human resources functions.

This position will start in-person. Over time, a hybrid schedule will be allowed depending on how quickly the employee becomes familiar with the role and demonstrates reliability. The employees must relocate or reside within a two-hour drive from 200 College Street, Asheville NC 28801 within six months of hire.

Purpose of the position: The purpose of this position is ongoing technical support and maintenance of the Human Resource Information System (HRIS) and associated systems to include utilizing software platforms to enhance, organize, and report on Human Resource information, in partnership with Information Technology (IT).

Minimum Education, Training, and/or Experience (required at time of hire): Bachelor's degree preferably in Human Resources, Computer Science, Information Technology, or other related field and two (2) years of Human Resource Information System (HRIS) experience. Preferably experienced in providing help desk functions in a Workday support model environment. Or an equivalent combination of education and experience.

Additional Training and Experience: SHRM-CP or CCP professional designations preferred. Possesses strong customer service, attention to detail, and time-management skills with demonstrated successful project/process management experience. License or Certification Required by Statute or Regulation: None

Essential Functions of the position:

  • Provide front-line HRIS support for end-users, ensuring timely and effective identification, troubleshooting, researching, and resolution of technical issues with exceptional customer service.
  • Collaborate with and support management, HR business partners, and other key stakeholders to design, develop, test, and maintain HRIS applications, dashboards, and reporting, based on business requirements and in line with Software Development Life Cycle (SDLC) best practices, to support complex business analysis and decisions.
  • Partner on special projects as needed and provide ad hoc analysis to support additional HR and County initiatives.
  • Continuous participation in Workday Community to understand current trends and upcoming feature updates to provide experienced technical input in the selection of optional features.
  • Assist with facilitating sessions for education and training.
  • Participate in data audits to ensure the quality and integrity of data output for reporting, analysis, and compliance.
  • Proactively work to improve HRIS deliverables (e.g., value-add, efficiency, quality, and speed).
  • Support new release enhancements related to all HCM systems, including working with internal teams and vendors to test changes to ensure systems and processes are working as designed.
  • Leverage project management and change management best practices.
  • To assist with report writing and report management and provide analytical interpretation of the data through an HR lens.
  • Perform other related duties as assigned.

Knowledge, Skills, Abilities:

  • Ability to translate business objectives and unmet needs into a clear vision and roadmap, with rigorous requirements, then support the execution of that vision. Strong bias for action with a demonstrated track record of owning and delivery solutions successfully.
  • Knowledge of an integrated HRIS system, PC databases, and spreadsheets. Self-motivated to research and master emerging computer technologies.
  • Ability to communicate technical solutions in simple business friendly terms and translate raw ideas into potential solutions. Exhibits a customer-centric approach and focuses on elevating the support model experience.
  • Ability to analyze data, identify trends, and deliver proposals that are clear, engaging, data-based, accurate, and aligned with Buncombe County's strategic goals.
  • Ability to manage complex projects simultaneously while working under pressure to meet deadlines utilizing effective planning and priority setting tools to break complex projects into manageable tasks, identify and engage appropriate resources, and deliver accurate, on-time results.
  • Ability to take initiative, work independently and influence internal partners at various levels within the organization to effectively make change recommendations. Not comfortable with the status quo and looks for ways to automate and enhance processes.
  • Ability to build and maintain strong relationships with all stakeholders.
  • Ability to look at the bigger picture within HR and the Organization. Self-starter, able to drive work forward within an agile environment.

In order to uphold internal pay parity and equity, salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
