Job Description

Location : Hybrid with regular presence required in Baltimore, MD; occasional travel to Akwesasne and other partner sites

Employment Type : Full-Time, Exempt

Salary: $85,000

Position Summary:

The Program Director plays a critical leadership role at HLF, overseeing the planning, execution, and evaluation of core youth and community programs. This position holds primary responsibility for the supervision and support of the Baltimore Program, Baltimore-based staff, the CGI Program Specialist, and the Akwesasne Program Specialist. This role provides leadership to program staff, ensures that services meet the needs of youth and families, and maintains strong partnerships with schools, community organizations, and funders. The Program Director ensures that programming is mission-aligned, culturally responsive, impactful, and well-coordinated across sites and staff.

Key Responsibilities:

Program Oversight & Development

  • Provide strategic direction and management of the Baltimore Program, ensuring high-quality delivery and alignment with HLFs mission and goals.
  • Collaborate with the CGI and Akwesasne Program Specialists to support the implementation, integration, and innovation of programming at their respective sites.
  • Lead cross-site coordination efforts to promote consistency in approach, evaluation, and best practices while honoring the unique needs of each community.
  • Monitor, evaluate program outcomes, develop strategies for continuous improvement, and ensure program fidelity.

Staff Supervision & Leadership

  • Recruit, train, and supervise program staff, mentors, and volunteers.
  • Supervise and support Baltimore Program staff, including hiring, onboarding, training, performance evaluation, and professional development.
  • Provide coaching, guidance, and accountability to the CGI and Akwesasne Program Specialists to foster leadership, cultural competence, and programmatic excellence.
  • Facilitate regular team meetings and individual check-ins to promote communication, collaboration, and shared vision across the team.

Youth & Family Engagement

  • Foster strong relationships with youth participants and their families.
  • Support parent/family engagement through outreach, events, and communication.
  • Create safe, inclusive, and affirming environments for all participants.

Partnership & Community Engagement

  • Build and maintain collaborative relationships with schools.
  • Represent HLF in community partnerships, coalitions, and stakeholder meetings in Baltimore and other relevant regions.
  • Strengthen relationships with tribal, municipal, and educational partners to ensure programs are responsive to local priorities and youth needs.
  • Collaborate with funders, community members, and partner organizations to enhance programming reach and impact.
  • Gather community feedback to inform and improve programming

Operational Management & Reporting

  • Manage program budgets in collaboration with finance and leadership teams.
  • Oversee grant reporting and data collection efforts related to supervised programs and staff.
  • Ensure compliance with all organizational policies, grant requirements, and legal regulations.

Qualifications:

  • Bachelors degree in Education, Social Work, Public Administration, or related field; Masters preferred.
  • Minimum 5 years of experience in nonprofit program management, youth development, or community-based initiatives with 2+ years in a supervisory role.
  • Demonstrated experience supervising diverse teams across multiple locations.
  • Strong knowledge of culturally sustaining practices, especially in Indigenous and urban youth contexts.
  • Excellent organizational, interpersonal, and communication skills.
  • Proficient in program evaluation, budgeting, and reporting.
  • Bilingual or multilingual is a plus.
